The IETF published RFC 2731: “Encoding Dublin Core Metadata in HTML” in December 1999. This informational RFC defined how to embed Dublin Core elements into HTML tagsdl.acm.org, enabling web authors to include metadata in webpages for indexing and discovery. (This provided a simple implementation path for Dublin Core in the pre-RDFa, HTML4 era.)
